The Minister of Education, Daniel David, presented the draft decision by which the Research Institute for Biosecurity and Bioengineering (ICBB) receives the status of a public research and development institution, with legal personality, subordinated to the "King Mihai I" University of Life Sciences in Timisoara (USVT).
Minister of Education officially establishes: "this draft decision establishes the general legal framework regarding the acquisition of the status of a public research and development institution, with legal personality, self-financed, for the Research Institute for Biosecurity and Bioengineering (ICBB)".
The Minister of Education emphasized that the purpose of the institute is "to develop and increase the resilience of the national capacity for research, development, innovation and technology transfer in the fields of biosecurity and bioengineering, including omics sciences."
USVT mission and ICBB role
USVT is a public higher education institution, "with legal personality, of public interest, having a non-profit and apolitical character". The university's stated mission is one of advanced education and research, for "the generation, certification and transfer of knowledge, as well as the economic and technological development of society".
In this ecosystem, ICBB will operate as a vector of fundamental and applied research, having, as the project shows, objectives that include "innovation and technological transfer, through individual and collective creation, in the field of engineering sciences, biomedical sciences and other fields".
Legal framework and institutional organization
The decision is based on the Higher Education Law no. 199/2023, respectively on the provisions of Law no. 1/2011. University autonomy is reaffirmed: "university autonomy gives the university community the right to establish its own mission, institutional strategy, structure, activities, organization and functioning".
The Institute will be headquartered in Timisoara, Calea Aradului no. 119, code 300645, Timis County, and will conclude a lease agreement with the university to establish the premises and the distribution of expenses "within 30 days from the entry into force of this normative act".
Areas of activity and services
According to the project, the ICBB's scope of activity covers the areas of the National Strategy for Research, Innovation and Smart Specialization 2022–2027: "Food, bioeconomy, natural resources, biodiversity, agriculture and environment". Secondary activities include "training, specialization and professional evaluation, publication editing, services (laboratory analyses, feasibility and impact studies), consultancy, expertise and specialized assistance, technology transfer, micro-production for the exploitation of research results, international technical-scientific cooperation and the organization of scientific events".
The Minister of Education is consolidating the national research infrastructure in biosecurity and bioengineering, providing ICBB with the legal and institutional framework to transform scientific results into applied solutions. The message is clear: "participation in technology transfer" and "economic and technological development of society" become operational objectives.
It is time for the academic and socio-economic environments to capitalize on the opportunities created by this initiative and to support, together, the new research capacity.
