National Project Announced by the Minister of Transport Impact MAJOR Romania

Minister of Transport, Ciprian Serban, announced the launch of a large-scale project dedicated to increasing patient safety in healthcare units under the Ministry of Transport and Infrastructure, units that use medical fluids.

Minister of Transport emphasizes that the project is carried out in partnership with the Cai Ferate Clinical Hospital Iasi (Partner 1), the Cai Ferate General Hospital Drobeta Turnu Severin (Partner 2), the Cai Ferate General Hospital Galati (Partner 3), the Cai Ferate Clinical Hospital Cluj-Napoca (Partner 4) and the Cai Ferate General Hospital Simeria (Partner 5).

The initiative is called "Increasing patient safety in hospital structures under the Ministry of Transport and Infrastructure, which use medical fluids" and has the SMIS code 337910, being financed under contract no. 64405/03.06.2025.

The main objective of the project is to modernize the infrastructure and increase the level of safety for patients in the CFR hospital network. According to the announcement, the package of interventions covers the rehabilitation and modernization of the electrical infrastructure, the rehabilitation and expansion of the medical fluids infrastructure, the installation of fire detection, signaling and alarm systems, as well as the implementation of modern HVAC solutions, designed to protect patients and medical staff.

The Minister of Transport also explains that in this way, the ministry aims to ensure a treatment environment in accordance with current standards regarding the safety and quality of medical services, with an emphasis on the optimal functioning of the medical fluid infrastructure in the units involved.

The project is financed by the National Program for Investments in Hospital Infrastructure and has a total value of 38.073.077,10 lei. Of this amount, 36.947.082,71 lei represents financing from the budget of the Ministry of Investments and European Projects, and 1.125.994,38 lei represents the own contribution of the beneficiary and the partners. The implementation is foreseen for a period of 20 months from the signing of the contract.

The Minister of Transport claims that through this investment, the Ministry of Transport and Infrastructure aims to directly contribute to improving safety conditions and increasing the quality of medical services, strengthening the capacity of the CFR network to provide care with increased security parameters.

In a separate statement, Ciprian Serban announced that he had checked today the implementation status of the project to modernize the electricity distribution networks in the Port of Constanta. According to him, increasing energy efficiency represents a major step in the transition process towards a green and digital port.

The Minister of Transport reveals that the project has a value of 23,05 million euros and aims, among other things, to reduce losses, integrate intelligent monitoring technologies such as SCADA, prepare the infrastructure for the use of renewable energy and for ship power supply systems (OPS), as well as increase the safety and efficiency of the power supply to port operators. Another essential technical objective is to modernize the power system by switching from 6 kV to 20 kV.

The investment in the Port of Constanta is financed by non-reimbursable European funds, through the Large Infrastructure Operational Program, and is presented as an approach that consolidates the port's position as an efficient, safe and sustainable logistics hub.

According to the message sent, through this type of investment, the Port of Constanta will be prepared for future expansions and the European energy transition.

Overall, the communications of the Minister of Transport indicate a coherent approach, in which the modernization of the health and port infrastructure follows the same strategic direction, increasing safety, streamlining operations and adapting to current quality standards, whether we are talking about medical care in the CFR hospital network or about energy supply and digitalization of activities in Romania's most important port.
